I think being dead for over a hundred years (Chiquita died in 1908) has definitely done some damage to her psyche.
Out of all the years she has been a sentient entity she was only alive for seven of them.
So that’s a substantial factor contributing to her poor social skills presented here, yep.

Millie just can’t fathom why the lonely Ghost wouldn’t want some playmates, nor why the Ghost just up and got so abruptly angry at the very suggestion.
